John-Wayne Air Cavalry, LLC (“John-Wayne”) is uniquely experienced and equipped to provide Air Boss/Ramp Tower Services to itinerant and transient aircraft during the 2017 HCAA National Championship.

 

With prior experience during Super Bowl operations in Tampa, FL, New Orleans, LA and Teterboro, NJ, the Masters Golf Tournament in Augusta, GA and HCAA Regional Fly-in’s in St. Simons, GA, Tullahoma, TN, Beaufort, NC, John-Wayne can enhance safety by providing a single source of coordination that Hillsborough County Aviation Authority (HCAA), Air Traffic Control (ATC) and the FBO’s can rely on to provide ramp control services and inform aircraft when to expect to arrive and depart, while minimizing delays.

 

During past special events, HCAA Airports have experienced a significant increase in aircraft operations; ATC coordination; Ramp parking; and required Air Traffic Services.  John-Wayne will assist HCAA in resolving issues such as ATC and airport coordination; aircraft volume; movement of aircraft through non-movement areas to movement areas; ramp control; and procedure development and coordination; John-Wayne has previously served HCAA at Plant City Airport providing Non-Federal Contract Tower services during the annual Planes Trains and Automobiles and Sun‘n Fun Fly-in.

1.

John-Wayne will assess, evaluate and determine specific requirements to accomplish and ensurea a successful event.

John-Wayne will provide Ramp Control Services in non-movement areas to aircraft during special events.

John-Wayne will coordinate and negotiate MOU/LOA’s with ATC and the Airport when deemed necessary.

4.

John-Wayne will provide adequate personnel to staff the Event and support the Airport, FAA/ATC and the FBO with representative(s) to assist in resolving issues sucah as volume and movement of aircraft.

5.

John-Wayne will coordinate with appropriate agencies/parties to assist special event participants and aircraft to ensure a constant and even flow of event air traffic, to and from designated parking areas.

6.

John-Wayne will assist with FAA Waivers, TFR’s, SRMD’s, NOTAM’s and Published Procedure development.

Specific Event Procedures will be as agreed upon by HCAA, the Airport, FBO and John-Wayne. Actual parking of aircraft, wheel chocks, fuel, lavatory and all other usual Airport and FBO services, remain the responsibility of the appropriate Airport Management and FBO personnel.

    In January 2004 Wayne G. Boggs retired for the Federal Aviation Adminstration (FAA) with 40 total years of combined Federal service to the United States of America. The first 10 years serving in the United States Marine Corp (USMC). His last  30 years in the FAA air traffic control industry.

     

    Wayne's love of aviation began at a a young age and now has over 3000 hours as private pilot. His mother served as a Women's Auxiliary Servic Pilot (WASP) during WWII. Her profession had a profound effect on his devotion to aviation. Wayne restored and currently flies the same type of plane (shown below), a 1942 Fairchild PT-19 his mother used to instruct other pilots at the Embry Riddle.

     

    Wayne worked as an air traffic controller at Chicago O'Hare Terminal Radar Approach Control (C90), taught at the FAA Academy (FAAAC) and served as the Chief of Staff for the Air Traffic Systems Requirements Directorate in Washington, D.C.

     

    For over 20 years, Wayne is the owner of  Air Boss & Consulting International Inc. for 12 years and  has performed Air Boss duties and is currently the man in charge for several big air shows in 2015. He is currently on the Board of Directors and is the Air Boss for the Warbirds of America at Oshkosh, WI.

     

    As the Air Boss, Wayne assists in the production and execution of approximately 18-25 air shows per year and is why he is recognized as one of the top Air Bosses in the county. Wayne also teaches advanced Air Boss courses and Air Boss for the International Council of Airshow convention (ICAS).

    John Walsh began his aviation career in the United States Marine Corp as a Tactical Air Traffic Controller and Crew Chief.

     

    After receiving an Honorable discharge from the USMC, John began his FAA career where he worked in all types of Air Traffic Control facilities as an FAA Front Line Manager and Certified Professional Controller with over 30 years’ of experience.  John has demonstrated technical expertise with strong leadership, management and organizational skills coaching staff while maintaining professional relationships across lines of business with FAA, aviation industry representatives and local users.

     

    John is an experienced Air Boss ensuring the highest level of safety and customer service during aerial demonstrations. With has an extensive background in regulatory requirements, John is responsible for Airspace Waivers, NOTAMs and navigating regulatory requirements for overseas Airshows. John has an extensive background in aviation management, operations and aviation special event planning. including the development of new procedures for aviation special events.

    Nan Walsh is an experienced airport executive with over 30 years of diverse business experience and specialized expertise in airport planning, management, operations, security, airspace, airshow planning and air traffic control.

     

    She has an extensive background in airport operations and development and a comprehensive knowledge of business turn-around and growth strategies. She has assisted in negotiations with tenants raising the airport occupancy rate to over 95 percent.  As the Assistant Airport Director for the Lakeland Linder Regional Airport for over 10 years, she developed strong relationships with airport sponsors, planners and FAA/FDOT partners. Responsibilities included transitioning the Lakeland Linder Regional Airport from a General Aviation Reliever Airport to a TSA Federalized Commercial Service Airport.

     

    Nan has an extensive background in aviation management, operations and aviation special event planning. including project management for the development of a new runway, taxiways, aprons, navigational aids, MRO facilities, hangar buildings and other airport related developments. Nan has held numerous positions within the FAA as a Supervisory Air Traffic Control Specialist and was a Captain for Northwest Airlink. She has a unique knowledge of airspace and air traffic control including, instrument approach procedures and large aviation special event planning.

     

    Nan developed and implemented airport special event procedures involving security and operations for the country’s second largest annual fly-in and exposition and numerous other airport special events while successfully integrating Commercial and General Aviation operations.

     

    Nan served as the Project Manager for Airport Capital Improvements including extensive Security upgrades, Instrument Landing System Relocation, new fuel farm, dual-house fire station, new runway construction, Terminal Expansion and Modifications to accommodate TSA, Airside Aprons and Taxiway Extension, Runway Pavement Rehabilitation, Runway Safety Area Improvements, Terminal Parking Expansion, Realignment of Taxiways; and Regional Pond.

     

    Notable achievements include the siting, design, and construction of a new Air Traffic Control Tower, development of the Airport Master Plan update, development of the Airport Emergency Plan, Airport Certification Manual and comprehensive Airport Security Plan.
